Political power is divided so that rule of the strongest really doesn't happen in the US.Yes government is more than power for those who run it, because in America the gov't is made up of the people. That makes it a force to create society not just a source of power.Gov't is made legitimate by the peoples decree, by force, or by peace and prosperity.Governments will always be around to create structure of rules and security for all people to live under.
