Somer Distilo: There are no legal rules for parking lots but it's not a no fault accident. Car A failed to yeild to oncoming traffic. Although there was another vehicle blocking car A's view, car A still has to remain in complete control of their vehicle which they failed to do by pulling out in front of another vehicle. Car A should have stopped.

Anyone going straight who hasnt run a lite or stop sign has the right of way.2nd while you may be able to take the car that was parked incorrectly to court, parking lots are considered private property and list signs saying park at own risk.
